Yes. Basically, you want to have the same design for both your WordPress install and your other standalone application for a seamless look throughout the site, right? It would take some HTML and CSS knowhow to do this as well as some familiarity with the respective applications' required template tags. Firebug add-on for Mozilla can help you immensely in the transporting of design/layout to the other application.
