im trying to get a wordpress blog onto my server but they say that in order to be able to use SQL i have to pay £20 per month and upgrade to a business package. what is SQL and do i have to have it in order to install??

Yes, you need MySQL to run WordPress. It's the database that would contain all of your content.

I bet you can find a cheaper hosting option if you look around a bit.
