• Have to do a global search/replace on strings in SQL to eliminate incorrectly encoded punctuation after someone moved client’s site to new server.

    Made a few manual edits in posts via MySQLadmin to verify proper replacements, saved, loaded site, changes not seen! Cleared browser cache, tried again. Changes still not seen!

    No cache plugins in use. I’m obviously missing something here.

    Try Clearing cache.
    If using any cache plugins, try deactivating them.

    No cache plug that I can find.

    I went into the WP dashboard, went to Posts, found the Post I was trying to edit in SQL, edited it via the Dashboard Edit button, and immediately saw my changes when I viewed the site.

    But when I tried the same thing in myPHPadmin, and the UPDATE reported success, the changes were NOT seen on the site, even after a browser cache clear and logging off the site, logging back on.

    You may want to contact your webhosting and ask them

    The issue is definitely related to caching. Your hosting provider could be doing it (as Tara is suggesting) and sometimes even ISPs do it.

    Did you try to access the same website from a different location / server? If all works fine, then your ISP is caching the website.
