This doesn’t sound good.
How are you display the Bing Translator on your website (widget, shortcode)? Do you have a link to a page with the Bing Translator plugin on it so that we can see it for ourselves?
Have you tried:
-deactivating all plugins but Bing Translator to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
-switching to the default theme to rule out any theme-specific problems.
I will Bing Translator with WordPress 4.0 and see if it is working for me.

I just tested it on a test site of mine and it is displaying.
I think this may be something on your end. Try the stuff I listed above.
Have you tried:

[EDIT:] somehow today it is showing again! Weird, but at least good!!

I have more unresolved questions and issues, I really don’t have the (online) time to deal with all of them. Some as old as 8 weeks, and some rather urgent (eg. W3 Total Cache is currently disabled because it creates htaccess rules which disable ssi on my old pages).
Honestly:
the longer I’m wasting time on WordPress the more I get frustrated with it and its server requirements. The more problems I encounter (or plugins I disable because they stopped working) the more I come to think it would be quicker, easier, and less resource hungry if I just create my own HTML framework (I know how to do that) and say “good bye” to WP. I’m traveling and simply don’t have the online time! Every time I get online there are at least 3 or 4 updates waiting, 1 or 2 of which then stop some plugin to work, content uploads take twice the time of regular FTP uploads, deal with spam comments, and, and, and… The list is getting longer with every log-in. [/whinge]
Plus the standard suggestion about turning things off:
How do you do that with a LIVE blog (without loosing or annoying your visitors at the time)? My blog is very international, so there is no real slow time of the day…

If you are have any other problems that are not related to Bing Translator, please post them in the main WordPress Support Forum.
If you do want to disable updates, you can find lots of plugins to do that like Disable Updates Manager.
