Im busy with understanding wordpress and all the plugins in the world.. Just looking around on site's etc etc

I don't like the design of the site but im a little bit interested in the photo gallery. Users can discuss about a picture in a forum.

Now i tried a lot op plugins and searching but cant find anything like this. Does somebody recognize the plugins? Or is this self bild?
