Some hooks don't do anything

I am having problems getting this plugin to work.
First, some of the hook areas seem not to change anything on my site. I enter code into it, save the settings, refresh the site, and the changes are not appearing.
(No, I am not using a caching plugin).
For example, none of the genesis loop hooks do anything. Either before, in, or after the loop….
