I was getting this error on a recent install when trying to upload media/themes and read a few answers here and elsewhere, most of which were unnecessarily complex and none of which worked. I thought it might help to post the actual and very simple way I solved the problem:
Open Go Daddy's FTP File Manager
Select wp-content folder
Click permissions and uncheck "inherit"
Check "write"
This should really be included in GD's and WP's instructions (for GD) or better yet, permissions should be corrected on install.
