   I just d/l social bookmarking reloaded plug in. Installed it to my wp-content/plugins but it isn't showing when I go to activate it.

   Any suggestions?

   So have you extract the archive file (.zip) and upload all files in social-bookmarking-reloaded folder on wp-content/plugins of your web space?
   Check, if exists:
   my.blog.xz/wp-content/plugins/social-bookmarking-reloaded/ask.png
