   Is the last version of Social localized? I'd like to use it on french websites.

   I'd like also to suggest a new feature: as Social is maintained by the folks from Mailchimp, would it be possible to add a checkbox to subscribe to a Mailchimp newsletter while leaving a comment? it would easilly increase the reach of campaigns.

   Yes, it is internationalized.
