"smart quotes" etc.

Is there a way to turn off smart quotes? I write in plain text but they display in WordPress as smart quotes. I don’t like it. If I want to use them, I can use the appropriate coding. I want my “normal” boring quotes. I’m sure there is a way to turn this stuff off, but I haven’t found it. Any ideas?
