I noticed in my multisite that when a new user is registered, they not only get registered in the sub-site blog Users area, but in the Network Admin Users as well. Is it possible to limit registration only to the blog and not the Admin?

I noticed in my multisite that when a new user is registered, they not only get registered in the sub-site blog Users area, but in the Network Admin Users as well. Is it possible to limit registration only to the blog and not the Admin?
