I uploaded my 'Sidebar Widgets' plugin (from http://automattic.com/code/widgets/ ) to my web host and things are set up correctly on my host. Now my blog administration shows under 'presentation' the 'Sidebar Widgets' tab, but for some reason I can't drag the widgets between the columns!
Any suggestions?

Yeah, I see your point but it must work also with WP 2.1.1.
2.1.1 is out of date and insecure. Running older versions is dangerous, they have known security issues.
Upgrade to WordPress 2.2.3 instead, it doesn't need the widgets plugin anymore.

But if I upgrade to 2.2.3 as you said, I will loose all my blog posts, settings and have to upload version 2.2.3 to my web host as well, correct? Is there an easy way to upgrade WP?

You won't lose anything.
1- backup your DB, make sure your backup is valid
2- put the new version on your server
3- run /wp-admin/upgrade.php
