For some reason all of the navigation links on the sidebar of our web page (except for a donation button which is hosted elsewhere) and the links on the main page have stopped functioning. When the links are clicked on, the page then reposts the home page rather than going to the link (one other exception is the link to news sources contained on articles on the home page).
Our page was functioning when I last updated it. Anyone have any ideas on how to fix this problem?

Your permalinks have been messed up. Go to Dashboard > Options > Permalinks and report back what it says there.

the options page is blank. it doesn't even display a permalinks screen.

Option pages were corrupted. Updated them & options is showing but the same issue is still happening.
The structure for permalinks is set to
/index.php/%postname%/

I changed it to /%postname%/ & now everything works. This never worked before so I'm assuming there might have been a change to the server environment.

I spoke too soon. The user of the website posted a new post & the sidebar nav & linking stopped working again. I repeated the process mentioned previously but this time no go. The install we are running is ancient (1.5). It's worked fine until a few days ago but is it possible that it could be related to that. Searching thru the documentation I see there is an upgrade path for 1.5.2 but not for 1.5.

I'm sorry, I wasn't clear. I'm the web admin working on the site that is mentioned in the first post.
This is what I'd do:
1. Set permalinks to default, delete htaccess - see if it works.
2. setting permalinks to something that is not only postname, e.g. either +ID or +date... and see if it works.
In the meantime it is always good to check with the host whether they did any kind of update (software or hardware) on the server.
