mini menus

How do I create a small menu in the main part of one particular page (not in the side bars) that links to other pages on my website (pages that don’t appear on the navigation because I only want users to be able to go to those pages from within the one particular page.
The only way that I know how to do it is by using a text hyperlink as shown at the top of this page http://www.floridagreenhomebrokers.com/florida-green-homes/
(South Florida North Florida West Florida).
