Shipping calculator loads billing country list not shipping list?

I’m running WC 2.1.11 and have just started selling to more than one country. I want to accept payments from all countries but only ship to two – I have had quite a few people ask to gift things to others from my site. This works fine everywhere except the shipping calculator on the cart page.
When you choose countries from the drop down box there it shows all of the countries I want to sell to NOT the countries I ship to. I don’t want to give people false hope that I can ship to their country when I can’t yet.

Looking at the shipping-calculator.php file it seems like it’s meant to call get_shipping_countries() So I’m not sure why it doesn’t work how I would expect?

I’d really appreciate a solution, I don’t want people thinking they can have things delivered to their country and then find out they can’t after filling everything out.
