   I am seeking some guidance, I have a high-profile client for whom I need to create 4 regional-based websites. The difference between each regional site will simply be the content and the domain names. The design and layout will be very similar. Each of these regional websites will have content in 2 languages each site will have an English version and depending on the region - 1 or 2 other languages. I assume I need to create a multi-site system and I'm looking into multilingual functionality, but I'd like to be sure I'm on the right track before moving too far forward,

   I'm looking for suggestions as how to best achieve what I've described above, such as information on the best plugins or inbuilt methods and where I'll need to write additional functionality.

   since you have different domains that is going to be 4 sites. for the part of the language you can create top level category with language name and divert from there.
