Set approval status to "Pending" by default

I want to implement the approval system of the plugin into the work flow of my site, but the pending status of the photos are automatically set to approved for all new images. My problem with this is that my users need to approve the photo (their artwork) themselves before we make their listing live on our site, so we need to set the default approval status to “Pending.”
