I;m unable to Add Any Plugin,Themes...even Adminstrator panel is looking like Old Version....

I Uploaded Themes in theme directory,plugin in plugin directory...they are not coming in list!

I Upload plugins and themes....nothing is coming on settings...

thank u for the tip Rich....all others...thank u for ur help...
and yes...the host supporter said Its not updating becoz wordpress is installed automatically....and he says i must install manually!...
im posting in Intallation topic...pls have a look...!
