Send notification email not working

How can I fix this? (I know there’s threads out there about this, but most of the links I checked were dead.)

Also, after installing wp-dbmanager and repairing and optimizing my database (a couple of emails went through after that but I was trying more than one thing), clicking logout takes you to a page asking if you want to log out, but doesn’t take you anywhere if you click yes.
