But do you know of any sites where I can recruit someone to work on staff, as opposed to defining a project and getting bids on it? In other words, I'm looking for a specific person with specific qualities and skills, as opposed to looking for someone to fulfill a certain project. If you or anyone else has any ideas, I'd be very grateful. Thanks.

Though its intent is similar to rentacoder.com whooami mentioned, I don't see why it can't be used to solicit for resumes.
