somebody named DustyDelacruz75 "configured" himself as the admin user of my blog and remove the "delete" option from my admin account. Anybody know how to get rid of this user and prevent this from happening again?

The 2.8.3 security release update was released on 08/03, and 2.8.4 released on 08/11.
Delete him from the database in you PHPmyAdmin or whatever you have. After that, see what this user has done, edited files, added, files, created tables in the database, that sort of thing. Make sure to change ALL passwords (yes I also mean PHPmyAdmin and FTP), upgrade and read that nice article called Hardening WordPress from the codex/docs.
