Search Users for Full Name in Admin

I tried to search for users by their full name and some are found some not. Eg John Smith is found but John Waters is not even though it exists in the users database and the name is entered correctly. What could be the issue?

Also, when I search for the first name and it finds like 20 users, it paginates the search results after each 2 results. I thought it would leave 10 reasults per page but it does not. Very confusing. Any idea how to resolve this?

Is ther maybe a plugin to make search more powerful.
