If you set your blog to just display 1 post per page, then schedule the posts for publication wouldn't that accomplish what you need?
Hmm, I don't think that'll work. I have two columns that I publish to on my front page. The first column has longer articles and the second column has frequent short headline news. I would like to be able to post a new longer article every couple of weeks, yet add numerous short headlines every day. Right now I have the Reading Settings set to display my latest posts on the front page and show 40 blog posts at most. This works okay until I have 41 short headlines. At that point my longer articles disappear from the front page.
Maybe the better question would be - How do I independently control the reading settings for 2 separate columns on my front page?

You don't, at least through settings--might have to resort to using categories or custom fields that segregate your posts.
