I just upgraded from 2.7.1 to 2.8 and needed to make some changes in the General section. There is no "save changes" button. Is there a fix?

Try deactivating all plugins and check to see if this resolves the problem. If it does, activate the plugins one by one - checking the Admin section after each re-activation - until you find the problematic plugin(s).

make sure the you have uploaded all the files to server...

    especially, the wp-admin folder

Try reuploading wp-admin folder and it should fix the issue

utnalove - can you provide a link to a screenshot of your Settings->General screen. Also, knowing your web-server and version and your PHP version would be useful.
