When I try to run the control panel of the wordpress or even upgrade the plugin module, there is an error message appear:

"Fatal error: Allowed memory size of 33554432 bytes exhausted (tried to allocate 600 bytes) in C:\AppServ\www\wp-includes\pomo\entry.php on line 219"

I don't know how to fix it, even though reinstall the wordpress.

That is because it isn't there. What that entry tells you is that the memory limit is set to 32MB in wp-settings (via the function wp_initial_constants) and that if you want to override that you can add e.g. define('WP_MEMORY_LIMIT', '64M'); to your wp-config.php file.
