Run a searchable PDF file server

We’re looking into setting up a system with a searchable database of PDF files for our products.
We need to be able to upload the files, tag everything with search terms, and then allow visitors to search for and download the files.
Is there any way to do this using WordPress and some sort of plugin?
Or should we be looking into some other system?
