Rules for promoting one's blog on WordPress?

Hi everyone:

I’ve created a blog (www.mademers.com/bad_egg) as an adjunct to my website (www.mademers.com), but while the blog is created in WordPress the site is not, and I’m wondering what the rules are for submitting it for promotion. Because it appears to me that you can promote your WordPress.com blog on the WordPress.com website if they host it; and you can submit your website for promotion on the WordPress.org website if your site is built entirely using WordPress software; but what’s available to those like myself who fit in neither camp?

Any help greatly appreciated, as well as feedback on the site and blog. 🙂
