There may be a plugin for Google chrome.
Forcing behaviours on end users isn't necessarily appropriate. I don't think it's something you can configure on your end anyway. People who use RSS know exactly how to use it normally anyway.
If I click on my rss icon on voodoopress in IE, it goes to my feedburner page, but if I type the URL into the address window on IE, it goes to IEs built in RSS reader.
Same browser, different behaviour. It's just how RSS works.
Now, there are subscription plugins... like addtoany, which you can configure to give users options. It'll have a tonne of choices. It won't change the RSS behaviour any though, but it can have email, etc. I'm sure there are a variety of plugins that do similar.
