role won’t change from contributor to subscriber

I have set the dashboard new member role to “subscriber” but the system enables them as “contributor”. I can;t find a way to change it. This means that the system allows them to enter the main Admin dashboard, when it should not even allow them to see it. Thanks for any hint on where to look.
