I am interested in building a custom theme but in order to save time with writing functions, is it allowable to reuse the functions installed with the Default theme ? Also, if I later decide to distribute this theme and possibly even have it sponsored is that allowable?

Yes that theme is licensed as GPL so you can pretty much do what you want to it.

From the recent, sponsored link in themes discussion, it seems you could put a sponsored link in a GPL theme but you can't require users to keep that link there.

You can do whatever you want, but under the GPL, you should make the source code available, i.e. people should be able to download the PHP files that form your theme. At very least, you should be prepared to provide the source to anyone who asks!

The GPL permits commercial use, advertising, etc. but of course, anyone using the theme can simply remove the sponsorship from their version.
