Restricted access to static sites. How to do?

Our blog has reached a state where ONE single user is responsible for ONE single static page. Only now I realize that the handling of sites is quite different from that of articles. To give a user the opportunity to write and to read sites (level 5 upward) means in fact permission to write AND delete every site available. Even the ones which belong to the administrator. Has anyone an idea how one can manage a different access-handling for users to sites? Like the one for articles? Instead of all or nothing, like now (WP 1.5).
