Restict Add New pages Doesnt Work

When I try to click restrict “add pages” for an editor the entire page section gets denied access except just “adding pages”. Would like to stop them from adding new pages but be able to edit current ones which is how I think it was set up to work but checking just the “add pages” restriction restricts them from even clicking on the pages link.
