   Hello,

   I've read that there are plugins wich can makes your site responsive.
   Is that as effective as a responsive theme?

   Can I choose a theme wich is not responsive and install that kind of plugin?
   Or do i have to definitely use a responsive theme and eliminate those wich are not responsive?

   I don't know any of this responsive plugins, but i'm sure they can't be as good as having a responsive theme.
   I can't imagine a single plugin transform your website in a quality responsive website, so I would go for a theme that is already responsive, if that's a feature you really want.

   I believe that there's a plugin which can make your Theme "mobile" however as @carlosmoreirapt noted that won't be the same as Responsive design.
