Responsive mobile design not working

    When the “Responsive layout of your website” box is checked at the bottom of the theme options screen the website does not scale down properly when viewed on a mobile device or when the browser window is made smaller. Specifically, the top navigation menu does not condense into a drop down menu. Is this a known issue with a fix at all?
