Responsive Calendar?

How can I get a functional calendar for our events and also a 2 day policy on it in which once the 2 days before an even hits, no one can sign up to that event instead they could replace someone who can’t go anymore through a waiting list. Is there a certain calendar app that does it or would I have to do modifications for this
