Requirements list for themes and plugins?

    We are trying to build a list of requirements for themes and plugins for a commercial site that uses WordPress as the CMS. The intent is to apply this list as a filter when selecting themes or plugins to reduce support costs and maintain site performance. Here are some examples from our list:

    1) Runs on PHP 5.3.x

    2) Runs silently even if define('WP_DEBUG', true); is set in the wp-config.php file.

    3) Uses a limited number of .css and .js includes on any page.

    4) Is well behaved when tested with the W3c css and html validator.

    What other requirements might we want to add to this list?
