[REQ] Subscribe to only a specific post

Hi,

Is this possible?

I have a website about outside ice skating and i want to have a post/message/widget always at the front page that tells if the iceskatingclub is open or closed, and also i like that users can subscribe to this post when the meassage(open/closed) changed that they receive an e-mail about this.

I’m not a plugin developer..i wish i could make this my own.

But can someone help me?
If it’s needed i will pay for it.
