I'm new to using and installing WordPress.

I have a client who's site is using CPanel and their main page is index.php. They want a WordPress site.

What is the best practice for installing WordPress on the root, designing the page(s), and then replacing the existing site.

Any help and guidance is greatly appreciated.

You will have to install wordpress in a folder and then either move or use from directory

Okay, I have done that before but I wasn't sure if it was the same if the main page is index.php vs index.html.

Any suggestions on how to install wordpress using CPanel?

You can not have two index files in a folder so you will have move the live site you have now in folder when you are ready with wordpress after installing in folder and follow the links I posted above

Cpanel is where you mange your server and public_html is your root folder so the site you have now is in public_html all you need to is create folder in public_html and install wordpress in that folder until you ready for transfer.

Awesome! Thank you. I've never used Cpanel before and I didn't want to put it in the wrong place.
