I didn’t get your question exactly but it seems that you have deleted some wordpress files mistakenly. To recover it, download the wordpress version which you are using and overwrite all the file in your wordpress installation directory.
Note: If you have done customization in default theme then you will lose it if you overwrite all the files. Take the backup of existing blog before your overwrite the wordpress files.

Thanks for your reply. I did not lose some WordPress files I lost everything on my local computer. I have downloaded and extracted WordPress to the computer but do not know what else is required to get WordPress to communicate with the server and where I should download the server database too withing the local WordPress file structure.
It seems that you want to download the backup of your wordpress database. If your site is hosted on a remote server (with other hosting company), you can take the backup from PHPMyAdmin (or other tools provided by your host).
If you are using your local computer as a web server for your web site then you will need to configure your system again and depending your configuration, you will need to put your wordpress files/folders.
