I use tags on my WordPress blog instead of categories. Is there any way to display Tags on the right hand site of the "Write Post" admin page instead of categories?

No. Just close the categories box if you don't use them and use the tags space below the post instead.
Also, tags and categories can both be used for different things, you don't have to pick one or the other.
