Removing banner and moving links

I just “inherited” this site from a previous designer. I was hired to make the changes this other guy wouldn’t. This is my first time using wordpress so maybe that’s partly the issue.

On the main “home” page I need to get rid of the red “we are proud…” banner.
I also need to move the round links containing “surgery” links to the bottom of the page. I’ve been digging through code galore and cannot find either to make the changes. HELP!How would I delete/change these?
