The theme is Twenty Ten.
When hovering over the menu items, the hover text pops up and covers up the actual menu item's text. How would I go about removing this hover text?

Here is one possible solution, if you fail to find a plugin that will do the job for you:
Alright, I'll see what I can do with that. I guess I wasn't aware that you could get plugins to change theme functionality. I'll let you know what happens, thanks for the reply.

I think it's related to WordPress functions, rather than theme. You may find the behavior the same regardless of the theme you choose.
Here is an example of a plugin that I believe is intended to do what you want. Remove Title Attributes. It hasn't been updated for a while, but it appears that 4 people have confirmed that it works in WP 3.1.
[edit] I just tested it myself on 3.1. Seems to works as advertised in the short time I tested. It also has a configuration page that appears to allow you to be a little more selective. It might be worth a try.
