Registration System Doesn’t Let Users Register

I installed Register Plus. Test shows users can do everything but the final step. That is they can fill out the registration form, click the Register button, be added to the Unverified Users list in WP, email a notification to the blog owner, and email a notification to the registrant that says they have to click on a link to confirm. But instead of finishing the registration, the registrant gets a page that says:

Forbidden
You don’t have permission to access /wp-login.php&redirect_to=http://myblogznamehere.com on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
