Registration form does not use theme

I have this plugin working on 2 sites. One is a Multisite, one is not.
They both run same theme: Responsive Theme
Registration form on Multisite uses the theme yet the single site does not. They are different domains/servers and are not even linked in any way.
I tried deactivating this plugin, yet reg form still does not use the theme. I was wondering if there was a way to set it so it does, via the custom css section for this plugin.
