Registration for main site enter user only to Network

Hello,

I activated Multisite and at the moment I am using only main site.
When someone register at mydomain.com his account is created only at network level. There is no account for mydomains.com site

Do I have to define defualt site?
I googled and went through all options but can’t find solution.
