I just started my blog and I am continuing to build it everyday. If I select ANYONE CAN REGISTER is this going to cause issues with spam and auto signing up of people I do not want?
If they do not register can they post comments? I do not see this option.

Not necessarily, but make sure you set the Default Role to 'subscriber' so registered user don't have too much capability.
Review some of the options in Administration > Settings > Discussion as you will see you don't have to require registration to comment. Many blog owners feel that requiring registration to comment inhibits commenting.
