redirection crazy functioning

Hello….redirection is acting in a very strange way..if i redirect a URL and save it once, then it disapears after i refresh the page, but if i save it twice then it does not…another issue is that while i am logged to wordpress the redirect works fine, but if i logg-off then i have to wait for a while for the redirect to take effect. i contacted my host to ask if the time issue is normal but they said that it should be effective instantly even if i logged off…thanks
