Redirect Loop

I have winxp pro mysql 5 php5 newest word press
it seemed to install ok the login works but when i try to access the main index.php it gives me this after a few in both browsers IE and mozilla
Redirection limit for this URL exceeded. Unable to load the requested page. This may be caused by cookies that are blocked.

(The browser has stopped trying to retrieve the requested item. The site is redirecting the request in a way that will never complete.

I have tried all the other things but they did not work that was sugested
loop error I am unable to go there any ware from the program but the admin works ok any thing that says home or main page goes to this index then stops there
I checked cookies in both and there open to any cookies
