Not a member rating system no, I’ve not come across a WP plugin which does this.
The applications plugin does let employers rate candidate applications, but thats all.

The applications plugin keeps ratings private, for the employer rating the candidate. So it’s probably not what you are after.
Can you add this on your future updates list?
Would be really helpful if employers and candidates can rate each other and allow these ratings to be available for all members.
I will note it down and keep an eye on requests from other users. In the mean time if you need it, you may need to consider hiring someone to develop this for your own use.
