Ranking/Review only for registered users ….

I am looking for a plugin, or set of plugins, that will let me set up a WP site where I have a bunch of users that contribute content and rate the content of others.
However, these registered users may only rate something if they themselves have contributed something to the site.

Anyone have any ideas how to get started on this?
